In contemporary conditions of globalization the problems of food quality and safety are expressed by a number of strategic documents dealing with sustainable development in general, or particularly with food security issues, and legislative documents setting up the necessary requirements of protection. The specificity of the agricultural sector makes it one of the most vulnerable in various crisis advents, and especially when discussing the case of agroterrorism, which consequences and their their duration could be very difficult to be identified and forecasted. The crisis in the agricultural and food sector are characterized by surprise and high level of risk which predetermines the importance of prevention activities and poses many challenges to work and effectiveness of responsible structures. The notions of „safety” and “security” are usually concerned as almost equal because the differences are not always obvious. Both describe protection conditions - “protecting assets from hazards / threats creating safe / secure conditions”. Safety is about being protected, security – about being free of danger or threat.
