Abstract

"From social support to employment" is a national program of the Republic of Bulgaria which is initiated by the Ministry of labor and social policy and approved by a governmental decision according to the priorities in the national social policy and the EU employment and social integration policy. The program co-finances projects revealing places of work in community useful activities and social services and provides employment of long-term unemployed persons being objects of monthly social support. The main goal of the program is providing employment and social integration of unemployed persons for a prolonged period (such that have had regular registration in directorates of labor offices for more than a year), subject of monthly social support, through revealing occupations in useful for municipalities and state activities, and rendering social services, as well as increase in adaptability for employment. Another program goal is assuagement of the difficult social situation of people which have relatives with permanent injuries or seriously ill and thus needed of permanent care.

The specific tasks of the program are:

1. Assuring half or full-time employment;

2. Social motivation for realization on the labor market and provision of incomes;

3. Transition from the passive to an active approach in the work with the most vulnerable groups of unemployed persons;

4. Revealing places of work in community activities and social services;

5. Providing care of high quality in the family environment for seriously ill and disabled persons and achieving social adaptiveness in the frames of the existing disability;

6. Accommodation in institutional types of establishments for seriously ill and disabled people;

7. Social security in short-term (insurance-social and health) and long term (insurance for pension)

8. Raising competitiveness of the target group through inclusion in trainings concerning literacy, motivation and vocational qualification and establishing labor discipline;

9. Improvement of life conditions and environment for the population as a whole through solution of some problems in regional technical and social infrastructure;

10. Decreasing the expenses from state budget for social support;

11. Improving the collaboration between regional directorates of National employment agency, Social assistance agency and Executive agency of labor inspection;

12. Developing partnerships on all the levels during the program implementation.
