Abstract

Immigration policy represents an important fiscal consideration as much it constitutes an acrimonious and bitterly contested aspect of American political life, which is why nonpartisan budgetary analysis of the costs of amendments or alterations in immigration policy warrant more careful attention. This discussion paper draws on the Congressional Budget Office (CBO) and its costings of changes in immigration policy as a case study in nonpartisan fiscal analysis in face of heightened political acrimony.
