Abstract

Legislative Budget Offices (LBOs) issue nonpartisan analysis on government expenditures and programs such as welfare and entitlement spending, wherein the consideration of user base and their citizenship can become an issue of political contention. This discussion paper addresses the costings of welfare and entitlement spending Claims for citizens and noncitizens in Australia by the Parliamentary Budget Office (PBOA).
