La Participación Directa Del Ciudadano En El Parlamento. Una Visión Desde El Ordenamiento Constitucional Español (The Direct Participation of the Citizen in the Parliament. An Approach from the Spanish Constitutional Legal System)

Abstract

Spanish Abstract: La forma actual de entender el ejercicio de la representación está siendo ‘respondida’ por la institución parlamentaria; en especial, por las Asambleas de las Comunidades Autónomas. A pesar de que no es un proceso generalizado, muchas de ellas ya han aprobado importantes reformas en sus Reglamentos de organización y funcionamiento que institucionalizan canales de diálogo directo y bidireccional entre los representantes y los representados, a la vez que potencian la participación directa de los ciudadanos en el ejercicio de las funciones que constitucional o estatutariamente se les encomiendan. El aspecto positivo es que su regulación permite quebrar con la imagen de un Parlamento ‘blindado’ a las demandas sociales. Tienen como propósito regenerar el vínculo entre representantes y representados y, desde esta perspectiva, se presentan como un instrumento al servicio de la democracia representativa.

English Abstract: The way to understand the representation is currently being contested from parliaments, especially by the Regional Assemblies. Actually, this is not a generalized dynamics, but many of them have adopted important reforms in its regulations, institutionalizing channels direct and two-way dialogue between representatives and represented. At the same time, is promoted the direct participation of citizens in the exercise of constitutional or statutory functions entrusted to them. This regulation is positive because break with the image of a Parliament armored against social demands. These measures are intended to regenerate the link between representatives and represented; as an instrument at the service of representative democracy.
