Abstract

This paper is a short overview of the changing paradigm of telecommunications regulation in both the EU and the US. The paper identifies three main regulatory paradigms: the 'natural monopoly' in the early days of the last century, the great liberalisation in the second half of 20th century and a move towards full competition in more recent years. The paper argues that 'natural monopoly' was a political and regulatory choice rather than a necessity and asserts that its use may have caused difficulties which are felt to this day.
