Abstract

The purpose of the paper is to review the Istanbul Programme of Action, the main outcome of the Fourth United Nations Conference on LDCs, and to contrast it with the Brussels Programme of Action, which underpinned LDC international development agenda during the decade 2001-2010. In particular, the paper identifies incremental changes and potential shortcomings in this newly Programme of Action and ways in which LDC development agenda can be taken forward in the next ten years.
