Abstract

In September 2008, the U.S. Commission on Civil Rights issued a report entitled Enforcing Religious Freedom in Prison. This Statement was part of that report. It supports some aspects of the report but criticizes some of the methodology used by the Commission in drawing its conclusions. It also discusses some aspects of the relationship between the Religious Land Use and Institutionalized Persons Act (RLUIPA) and the Prison Litigation Reform Act (PLRA).
