Abstract

The Federal Trade Commission has released its study of its remedy orders between 2006 and 2012. Notice of this study was issued in early 2015, so the process has taken two full years to bring to completion. Agencies do not often review the effects and effectiveness of their past policies and practices. It takes time and resources from current activities, and then the results may not be favorable to the agency, posing risks of criticism and worse.
