Abstract

In 2015, the Federal Communications Commission changed the definition of broadband internet service to a Title II service, a move strongly opposed by the regulated firms. Here, I apply statistical tests to telecommunications investment data to determine whether the reductions in capital spending in 2016 are abnormally large or merely consistent with random variation.
