Abstract

This chapter provides an overview of Serbia's relationship with the ICTY, focusing on the evolving nature and dynamics of Serbian cooperation with the Tribunal. This chapter's account of "coerced cooperation" provides a foundation for later chapters, while elucidating key dimensions of the ICTY's impact. With respect to the latter, the most obvious effect of Western policies of conditionality is that they induced Serbia to send fugitives to The Hague, however grudgingly. The chapter also explores more complex questions concerning the effects of Western policies of conditionality on post-Milosevic Serbia's political evolution.
