Abstract

This discussion paper examines the difficulties faced by Parliamentary Budget Offices (PBOs) in managing information that is divulged on a secret basis by government agencies and thus cannot be shared with parliamentarians, thereby confounding the mandate of PBOs to inform parliamentarians about matters pertaining to the budget, particularly in terms of the confounding situation this creates for transparency and accountability.
