Abstract

In 1993, the Royal Commission on Criminal Justice recommended that there should be a more systematic approach to the role of Stipendiary Magistrates and that the administration of them should be overhauled. In response, the Lord Chancellor announced in October 1994 the establishment of a Working Party in pursuit of the Commission's recommendation. This research paper was in tum commissioned by the Lord Chancellor's Department to inform the deliberations of the Working Party. The data collected is undoubtedly an important and comprehensive profile of stipendiaries and their place in the magistrates' courts. We have no doubt about the value and importance of our data.
