From primary industries, to cities to agriculture, who owns data and what they are allowed to do with it has implications for the ability of entrepreneurs to grow their businesses and compete on a world stage. In the context of the emerging data-driven economy, which features “winner take most” economics but also heightened risk due to uncertainties about the future regulatory environment and an accelerated pace of technological change, entrepreneurs face a structurally increased real option of waiting, yet at the same time an increased downside risk of not committing to the investments needed to capture and defend market share. How might public policy makers and CEOs work together to respond?
