Abstract

Rwanda suffers of a very important deficit of affordable housing. The bulk of it is due to the inability of the finance sector to attend low-income households. Numerous initiatives were implemented by the Government of Rwanda to alleviate this problem, but the deficit keeps on deepening.

This paper offers to analyze the causes of the problem and provides a synthesis of the major challenges in delivery of low-cost housing in Rwanda. This was done with the focus on the City of Kigali, based on the empirical studies and policy documents with a view to providing relevant policy recommendations to various stakeholders in the sector of urban governance in Rwanda.
