Abstract

With the recent publication of the Courts Service’s 2017 Annual Report, we now have statistics on the Court of Appeal’s first three years of operation. We can now ask the question: Has the Court of Appeal—which was approved by the voters in the October 2013 referendum—successfully dealt with the judicial backlog of appeals which it was created to address? The answer is: No.

By any reasonable benchmark, the new court has failed to meet expectations.
