Abstract

Progress in economic reform of the electricity industries of Central and Eastern Europe has been very slow. For the purpose of this paper , we define economic reform of the electricity industry as follows; the main consumer groups pay the full economic costs of the production and distribution of the electricity that they concume; and the establishment of commerically viable electricity companies that can finance their investment requirements without recource to subsidies or other finanical assistance from the state.
