Abstract

Executive Summary of the German country study to a three-country research into Tax Justice & Poverty. Based on quantitative and qualitative instruments of social science research, its main focus is on confidential interviews of public servants and other experts working in the German state of Bavaria. The focus is on the equality and justice of tax legislation and administration, tax behaviour of private, corporate and criminal wealth holder and in particular the Principle of Ability to Pay. The ethical framework is Catholic Social Teaching.
