Policymakers and even technology industry executives have acknowledged the need to define new rules to govern technology platforms. The question now is not whether to regulate, but what form that regulation should take. Drawing on historical examples and emerging practices in other countries, the report outlines critical steps that policymakers must take to rein in unaccountable tech platforms.
