Abstract

Senator J. William Fulbright (from Arkansas) had a vision of the brightest minds in the United States going abroad and the future leaders from other countries coming to the United States. He envisaged the international exchange of knowledge as a prerequisite for the proper functioning of any kind of world government. Coming just after World War II, Fulbright felt the moment was right to turn his vision into reality.
