체제전환국의 WTO 가입경험과 북한 경제 (Transition Economies’ Experience of WTO Accession and its Implication for DPRK)

Abstract

Korean Abstract: 이 보고서는 체제전환국의 WTO 가입경험을 검토하여 북한의 WTO 체제 편입의 제반환경과 쟁점, 방향성을 제시하고 있다. 남북교류협력의 확대는 남북한 경제통합과 한반도 경제권 형성으로 이어질 것이며 이 과정에서 북한 지역의 WTO 체제 편입이 필요하다. 최근 WTO에 가입한 체제전환국은 다자·양자협상에서의 개발도상국 지위 확보, (비)시장경제지위, WTO 규정에 대한 국내 법·제도의 합치 여부, 협상 전문인력 부족 등의 문제로 어려움을 겪었다. 북한도 WTO 가입을 위해서는 최소한 체제전환국의 경험 수준 혹은 그 이상의 지난한 협상과정을 거쳐야 할 것으로 보인다. WTO 가입은 북한경제의 총체적 개혁과 개방을 요구하기 때문에 중장기적인 시각에서 선제적이지만 점진적인 준비과정이 필요하다. 남북한 경제협력의 법·제도적 안정성을 확보하는 한편, 북한의 경제성장에 부합할 수 있는 형태로 이루어지는 것이 바람직할 것이다. 이 보고서는 북한의 WTO 가입 필요성을 환기하고 북한 경제개방과 WTO 가입 시 야기될 수 있는 주요 쟁점사항을 제시하였다는 점에서 의의가 있다.

English Abstract: This study examines the experience of transition countries when joining the WTO and suggests implications for the North Korean economy and the economic integration of the two Koreas. The situation on the Korean Peninsula is changing drastically due to the recent inter-Korean summit and the first ever North Korea-United States summit following the disintegration of Korea into two countries 70 years ago. If discussions on the denuclearization of North Korea and an enduring peaceful settlement can be completed to some extent, further discussions on the issue of North Korea’s economic integration into the international market will hopefully follow. Though the incorporation of North Korea into the world trade system is an inevitable development in the process of economic reform and opening up and normalization of foreign relations, there is still little debate on this topic. This study examines the issues that may arise in the process of North Korea’s WTO entry through a review of experiences in transition economies.
