Abstract

We unearth the conceptual challenges of constructing a theory of sincere voting in proportional rule elections. Using a rich but tractable model of instrumental voting in closed-rule settings, we show how voters' expectations about the election's outcome shape the relative salience of different candidates in the ballot.
