Enlarging the Property Tax Debate - Regressivity and Fairness

Posted: 4 Oct 2002

Abstract

The author considers whether property taxes are regressive. Many people call property taxes "regresssive" when they really believe that property taxes are unfair, the author writes. The easy use of the term "regressive" to describe the property tax in popular debate is not justified on economic grounds, she says.
