Abstract
Embracing inclusive justice calls first for recognizing Medicaid’s goals. Next should be determining how program structure can either realize those goals, at least to some extent, for everyone who can benefit from them or can be modified to enhance inclusion. Finally, we must consider individualized adjustments for people who, because of their significant differences, cannot otherwise be included meaningfully.
