Abstract

Based on a speech delivered at a symposium entitled "Presidential Executive Power Under the Constitution: Uses, Abuses, and Prospects for the Future," this essay examines different versions of the Separation of Powers Restoration Act (aka SOPRA) as part of a congressional effort to overturn Chevron deference for agency legal interpretations.
