Draft e-Commerce Policy: Identifying Gaps and Uncertainties

Abstract

Recently, the Indian government released a draft e-Commerce bill which would get to the parliament soon, but there are lots of gaps and misses in the draft. Understanding the complexity of the issue in hand, this paper tries to map the misses in the draft to the status quo and provides a list of recommendations for intervention. Further, the paper tries to provide metrics for identification and evaluation of the harm seamlessly. The paper would conclude by briefing about why it is a bad idea to consider an array of things under the definition of e-Commerce.
