Suggestions on Overseas Green Infrastructure Construction from the Perspective of Host Country Resident Interaction

Abstract: As a priority area of the "Belt and Road Initiative", infrastructure provides a broad market and opportunity for Chinese enterprises to invest in overseas infrastructure. However, when Chinese enterprises implemented "go global strategy", due to the weak sense of social responsibility, they cause irreversible environmental pollution, ecological degradation and other problems to the host country, which seriously damages the living environment of local residents. Under the background of the "B&R Initiative" investment in overseas infrastructure, there are many projects that are affected by the opposition of the host country. Under this background, a strategy for overseas green infrastructure to win the natural and human development is proposed. Therefore, Chinese enterprises should take the concept of green development and ecological civilization construction as the guide when engaging in overseas infrastructure, strengthen corporate social responsibility in the host country, and enhance green competitiveness in order to achieve a high degree of agreement between "green facilities interconnection" and "people's hearts interconnection". This paper identifies the environmental risk factors of overseas infrastructure through case analysis and literature research, and establishes a hierarchical model of environmental risk assessment. Firstly, the evolution of environmental risk in overseas infrastructure projects is analyzed by using social combustion theory, and the transmission path of environmental risk is constructed by versim software. Secondly, on the basis of interaction with the residents of the host country, the environmental risk consequences of overseas infrastructure projects are analyzed from the perspectives of the natural environment, social life and industrial development. Finally, a railway project in Bangladesh is taken as an example of empirical analysis. The application of this method will help our enterprises to cope with the environmental risks involved in overseas infrastructure projects and help Chinese enterprises to realize the sustainable development in overseas infrastructure projects.
