Kohlendioxid-Politik mit handelbaren Emissionsrechten (Reducing Carbon Dioxide with Tradeable Permits)

Abstract

German Abstract: In dieser Studie wird eine zertifaktebasierte Lösung zum CO2 Problem dargestellt. Basierend auf der Tatsache, dass CO2 Emissionen nicht von der Verwendung der fossilen Brennstoffe abhängen, sondern in festem Verhältnis zu den jeweiligen Mengen von Kohle, Gas und Öl CO2 verursachen, ist es möglich den Kreis der Normadressaten radikal zu reduzieren und 100% der Emissionen abzudecken indem die das Zertifikatesystem auf die Importeure und Förderer von Öl, Kohle und Gas abzielt. Diese Vorgehensweise reduziert die adminstrativen Kosten des Systems für den Regulierer sowie die Adressaten. Für jeden denkbaren Dekarbonisierungspfad bedeutet dies minimale Kosten und eine effiziente Zielerreichung.

English Abstract: The study develops a tradeable permit based approach for carbon dioxide abatement. Based on the fact that CO2 emissions are not dependent on use, but arise in fixed proportion relative to the quantities of coal, oil and gas, it is possible to drastically reduce the number of norm addressees while covering 100% of all CO2 emissions by focussing on the producers and importers of coal, oil and gas. This approach radically reduces costs in the administration of the system by public authorities but also on the company level. For any given decarbonisation path, this system ensures the decarbonisation at minimum cost and avoids unnecessary cost in the implementation of the environmental Goal.
