E-governance is currently the buzz word and everything seems to be revolving around the same. The Indian population also has caught the buzz, with the government machinery and the private sector all gearing up for turning the traditional pen and paper system into the modern era run by technology. Everything ought to be done through the keyboard or Smart phones. A lot of work has been initiated in the area of providing E-governance as it truly has the potential to benefit Indian citizens exponentially. This paper is an attempt to analyze the work done in the area of digitization of Land Records in various parts of the country and their implementation. The prime focus of this paper is to highlight the success of project Bhoomi of Karnataka state and also to find out the reasons as to why such success couldn’t be replicated elsewhere in other regions. E-Governance system can monitor the activities only after transactions/process data are digitally captured completely. Integration of Bhoomi with Registration Software, Land acquiring Bodies and Banks was a major step in bringing uniqueness to the Land Records System in Karnataka. Independent evaluation studies have shown that Bhoomi has significantly reduced corruption and improved service delivery. The paper cites the background work done for the successful implementation of Bhoomi and the lack of resources and will in replicating the same in other states. The analysis focuses on the impact of Bhoomi project on the Rural Development of India and to what extent it has fulfilled its objectives. Also the paper suggests some changes in the implementation model of the projects in line with the dynamic and diverse Indian environment.
