Abstract

An array of jurisdictions are doing the exploration of forward-looking, all-stakeholders, non-blaming “sentinel event” learning reviews supported by the National Institute of Justice and the Bureau of Justice Assistance. This essay presents for amendment and criticism a sketch of legislation that would sustain the learning review practice as an embedded cultural feature.
