Public Resistance to Blocking Pornography in Indonesia

This paper discusses the implementation of an anti-pornography law in Indonesia carried out by the Ministry of Communication and Informatics by blocking pornographic sites. However, this policy is ineffective due to inadequate budgeting, which would only afford less sophisticated internet sensor technology. Some people resisted the policy of blocking porn sites by creating computer techniques that could re-open the blocking. The technique of collecting data is done by participant observation. Researchers are directly involved and spend a lot of time in direct contact with the object of research. Data obtained from subsequent observations were analyzed using qualitative descriptive techniques. The analysis technique used refers to Gillian Rose (2016) called Site of Self. Rose describes the term Site of Self as a researcher acting alone to interpret, and understand visual objects observed. The results of this study indicate that internet users are very creative in reopening and blocking, starting from: inserting pornographic content on sites about films that if observed at a glance, there are no irregularities, but in certain sub-domains (eg semi, 18+) pornographic content can be accessed easily in film form; by changing from HTML to PDF; by browsing Archives at Way back Machine; by downloading a Application; by using a special browser; by browsing with a Web Proxy or even changing the DNS. Public opposition to government policies like this raises public dissatisfaction with the government, which in turn, can delegitimize the State.
