Abstract

Little attention has been paid to date to the right of everyone under Article 15(1)(a) of the International Covenant on Economic, Social and Cultural Rights 'to take part in cultural life'. The article seeks to fill the gap by drawing together a range of statements of principle on this guarantee and in particular those emanating from the Committee on Economic, Social and Cultural Rights. What emerges is a clearly-calibrated international standard which, while awaiting further elaboration, indicates the role that States parties to the ICESCR are expected to play in the cultural life of their citizens.
