Abstract

Written prior to the entry into force of the Polar Code on January 1, 2017, this article explores the possibility to amend the STCW Convention for the purpose of enhancing navigational safety in the Arctic and, by doing so, of protecting the human rights of seafarers, in particular the right to health.
