The Law of Naval Warfare depends for its practical application on the identification of a multiplicity of geographical and operational zones. To the extent the LoNW depends on zones recognised in the general law of the sea by the United Nations Convention on the Law of the Sea, it will apply in different ways in different sea areas. In particular, belligerent states will not be able to exercise belligerent rights (including to establish restrictions in the immediate area of naval operations and maritime exclusion zones) in a neutral state’s territorial sea or archipelagic water.
