This paper serves as a primer on the budgeting process of the Royal Air Force (the RAF-UK) and examines both the procedural elements of the RAF’s budget as well as its context within the overall UK budgeting framework. This serves to highlight the complexity of organizational budgeting for Air Force purposes, as well as the intricacy of various agents involved in budget-making, execution, and accountability. The paper also identifies major projects underway at the RAF and emphasizes the limitations of defence budgeting more generally.
