The topic I'm going to be speaking about today is related to my new book, Shaping Foreign Policy in Times of Crisis. Based on qualitative empirical data, the book examines whether government legal advisers and policymakers have perceived international law as real law, and whether they have ever passed up their foreign policy preferences so as not to violate international law.
