Abstract

This paper takes the perspective that AI is a global public good and then examines US efforts to encourage AI. I argue that the Trump administration approach to AI could actually undermine AI because it reduces the openness needed to attract the best researchers and produce the most effective AI systems. I also compare it to the EU approach.
