Abstract

Final Report to the Administrative Conference of the United States on strategies for agencies to enhance public engagement prior to and during informal notice-and-comment rulemaking. The Report encourages agencies to invest resources in ways that maximizes the probability that rule-writers obtain high quality public information when setting their rulemaking agendas, developing proposed rules, during notice-and-comment, and as part of their retrospective review of existing regulations. In addition, it recommends targeting outreach to individuals who might otherwise be unlikely to participate in rulemaking, and taking advantage of in-person engagement opportunities to solicit stakeholder input and support future informed participation.
