Abstract

I had originally given my paper the bland title ‘Constitution Making and Enforcement in Uganda,’ in line with the theme of this Panel. However, for reasons that I hope will become obvious through the course of this presentation I re-entitled it ‘Constitucide,’ or the Birth and death of Democratic Constitutionalism in Uganda.’
