Abstract

In Jeyaretnam Kenneth Andrew v Attorney-General, the applicant had sought judicial review of a loan by the Government of Singapore to the International Monetary Fund on the grounds that it allegedly violated Art 144(1) of the Constitution of Singapore. Several notable points emerge; perhaps the most interesting is the Court of Appeal’s explicitly endorsing the 'green-light' theory of public law.
