Abstract

Russian Abstract: В контексте повышения результативности государственного управления, в условиях сохранения проблем привлечения и удержания наиболее профессиональных и компетентных кадров, вопросы повышения эффективности работы с резервами управленческих кадров как системы управления качеством кадрового состава сферы государственного управления приобретают особую актуальность и значимость. На основе экспликации теоретико-методологических подходов к сущности управления личностно-профессиональным развитием предложена модель повышения эффективности использования кадрового потенциала руководителей сферы государственного управления на основе формирования и развития резервов управленческих кадров всех уровней.

English Abstract: In the context of increasing the effectiveness of public administration, while maintaining the problems of attracting and retaining the most professional and competent personnel, the issues of improving the efficiency of working with reserves of managerial personnel as a quality management system for the personnel of the public administration sphere are of particular relevance and importance. Based on the explication of theoretical and methodological approaches to the essence of personal and professional development management, a scientifically-based model is proposed to increase the efficiency of using the personnel potential of public administration leaders based on the formation and development of reserves of managerial personnel at all levels.
