Abstract

The purpose of this study was to develop and propose measurements that can be used to assess the alignment of judicial resources in court systems and to measure and monitor some types of delay factors, particularly in civil court proceedings in commonwealth jurisdictions. The study utilizes a combination of observations, unstructured interviews, and statistical data which were administered in several court locations in the Jamaican court system over a three-year period, supplemented by evidence from other countries. The outcome of this study is the compilation of eight (8) statistical metrics which can greatly assist in strengthening the allocation of judicial resources.
