Abstract

In 2007, Francis Fukuyama wrote that “the European Union more accurately reflects what the world will look like at the end of history than the contemporary United States. The EU’s attempt to transcend sovereignty and traditional power politics by establishing a transnational rule of law is much more in line with a ‘post-historical’ world than the Americans’ continuing belief in God, national sovereignty, and their military”. It is worth remembering, though, the very foundations of this transnational rule of law that fueled the creation of a uniquely integrated system of international cooperation within a liberal framework and ask ourselves: What does it take for this process to be reversed by some of its own constituent parts?

Is the EU an international organisation that prevents “by design” its Member States from enforcing illiberal policies? In other words, can a hard-line populist agenda premised on the curtailing of trans-border economic freedoms prove itself compatible with EU membership understood as relating to its core economic functions, i.e. the internal market?
