Abstract

Greek Abstract: Με το δημοψήφισμα της 23ης Ιουνίου 2016, οι Βρετανοί πολίτες αποφάσισαν με οριακή πλειοψηφία υπέρ της αποχώρισής τους από την Ευρωπαϊκή Ένωση. Το ως ανωτέρω δημοψήφισμα αμέσως χαρακτηρίστηκε ως ένα γεωπολιτικό φαινόμενο παρόμοιας σημασίας με την πτώση του τείχους του Βερολίνου και την επανένωση της Γερμανίας αλλά και ως μια άνευ προηγουμένου χαρακτηριστική περίπτωση αλληλουχίας και αλληλεξάρτησης της εθνικής πολιτικής μιας χώρας με τη διεθνή πολιτική, τις προτεραιότητες και τις επιλογές του. Ποια η θέση του Brexit στο ιστορικό γίγνεσθαι της Ένωσης και πως συνδέεται με την αντίληψη περί ενοποιητικής διαδικασίας κατά το μοντέλο του Walter Hallstein; Συνιστούσε το Ηνωμένο Βασίλειο περισσότερο έναν «Awkward Partner» ή έναν Εξισορροπιστή εντός της Ένωσης; Ποιες οι συνέπειες του Brexit έναντι της Αρχής του Κράτους Δικαίου εντός της Ένωσης και πως επηρεάζεται η γεωπολιτική ισορροπία του Ευρωπαϊκού οικοδομήματος; Μεταβάλλεται το κανονιστικό εύρος της «Dauerverpflichtung» του άρθρου 34 παρ.2 ΣΕΕ και ποια η θέση της Ευρώπης στο Συμβούλιο Ασφαλείας του ΟΗΕ μετά τη θραύσης της τριαρχίας «Γαλλία – Γερμανία – Ηνωμένο Βασίλειο»; Σε επίπεδο ασφαλείας και άμυνας, δύναται να ισχυριστεί κανείς ότι με την αποχώρηση του Ηνωμένου Βασιλείου η Ένωση εμφανίζεται ως ένα συμπαγές και ενοποιημένο σύνολο;

English Abstract: Following the Brexit referendum that took place on 23 June 2016, UK citizens voted, with a marginal majority, in favour of leaving the EU. To date, this referendum constitutes the most important geopolitical incident within the Union, an incident comparable to the Fall of the Berlin Wall and the German reunification as well as an unprecedented case-study of how domestic politics interacts with the international affairs, priorities and choices of a country. In this context, several questions arise. What is the locus of Brexit in the process of EU’s historical development and how does it relate to the integrational model of Walter Hallstein? Does the UK constitute an "awkward partner" or its role is more comparable to the concept of “balancer”? What are the consequences of Brexit vis-a-vis the level Rule of Law within the Union and how does it affect the geopolitical equilibrium within the European edifice? How does Brexit affect the regulatory scope of article 34 paragraph 2 of the Treaty on European Union and especially Union’s representation within international organisations such as the UN Security Council? With respect to Union’s Common Security and Defence Policy, could it be, finally, argued that Union’s powers and capacities have deteriorated or it is more plausible to maintain that, after Brexit, Union appears as a rather solid and unified whole.
