Abstract
This position paper was prepared for the Western Hemisphere Drug Policy Commission, which was established by the Congress of the United States to evaluate US anti-drug policies and programs in Latin America and the Caribbean. This report provides an overall assessment of US alternative development assistance in Colombia, identifying lessons learned, and making recommendations. The focus is on coca cultivation, drawing on developments over the past two decades.
