Abstract
There is no single universal definition of 'cyber warfare', yet is a feature of modern warfare everywhere that the technology exists to support cyber operations, augmenting the effects of conventional warfare and facilitating a first-strike advantage to the attacker. This paper outlines a framework for comparative analysis of strategies by nation states.
