Abstract

According to the Commission’s report for the 10th anniversary of Regulation 1/2003, “there is a need for further convergence on the ability of the authorities to set priorities in the exercise of their tasks”. The position of the author, based upon the French experience, is more nuanced. Priority setting should not be a priority of works on convergence of procedural rules.
