Abstract

A consistent finding of research on social services and street-level bureaucracy is that the citizen-administrator interactions in frontline offices of the government are frequently experienced as disempowering and disillusioning by many members of the public. Due to increased pressures to meet externally mandated performance standards, citizens often find state agents in frontline offices whose primary interest is in judging and categorizing them as quickly as possible. These citizen-administrator interactions are grounded in an overall model of governance in which there is limited space for emotions and empathy because of an overreliance on positivist notions of detached rationality. Based on Carl Rogers’ person-centered theory, this article presents an ideal-type model of citizen-administrator interactions characterized by principled non-directiveness, unconditional positive regard, congruence and empathic understanding. Grounded in ethical commitments towards empathy and autonomy, this model conceptualizes citizen-administrator interactions which have the potential to facilitate achievements of social equity, justice, and self-actualization for all members of society.
