BENTDERESİ’NİN MEKÂNSAL BİR ÇÖZÜMLEMESİ: KAMUSAL MEKÂNDAN KENTSEL RANT ALANINA (A Spatial Analysis of The Bentderese: From Public Space to Urban Rant Area)

Bu çalışmada, Eski Ankara’nın kuzey sınırını oluşturan ve Cumhuriyet dönemiyle birlikte
çeşitli şekillerde kullanıma açılmış bir bölgesi olarak Bentderesi’nin mekânsal dönüşümü
çözümlenmektedir. Buna göre, tarihsel perspektif içerisinde Bentderesi’nde yaşanan mekânsal
ve işlevsel dönüşüm sürecinin kentsel sistemin öğeleri açısından neler ifade ettiğini ortaya
koymak amaçlanmaktadır. Son yüz yıllık süreç içinde Bentderesi’nin üç farklı kullanıma
sahip olduğu görülmektedir; bir kentsel mekân olarak mesire yeri olması, barınma
gereksinimi doğrultusunda gecekondu alanı olarak kullanımı ve konut ile ticaret kullanımının
birleştirilmesi ile bir rant alanı haline dönüştürülmesi. Her üç dönemin birbirinden farklı
mekânsal kullanımlara yönelik olması, kentsel siyasetin mekân üzerindeki etkisini açıklamak
açısından Bentderesi’ni iyi bir örnek yapmaktadır. Modern küçük burjuvazinin sahip olduğu
yeni ideoloji, Cumhuriyet döneminin ilk yıllarında (1924-1940) kentlerde ortak kullanım
amacıyla yeni mekânlar üretmek ve bu mekânlar aracılığıyla kendisini topluma yaymak amacı
gütmüştür. Bentderesi de bu düşünce çerçevesinde –geleneksel mesire alanı olgusunun
özelliklerini kısmen taşımakla birlikte– modern bir kamusal mekân şeklinde kullanılmıştır.
Bentderesi’nde mekânın işlevsel kullanımı açısından ikinci dönemi ise plansız bir kentleşme
dönemidir (1940-2000). Hızlı gecekondulaşmanın yaşandığı bölge kent içerisinde merkeze
yakın ucuz barınma gereksinimini karşılama işlevi üstlenmiştir. 2000 sonrasında ise
Bentderesi’nin mekânsal kullanımı değerlenen arsa fiyatları sebebiyle kentsel rant bölgesine
dönüşmesine yol açmıştır. Gerçekleştirilen kentsel dönüşüm projeleri ile mekânın ilk
tasarlandığı halinden çok uzak bir amaçla konut ve ticaret alanlarının iç içe yer aldığı bir alan
yaratılmıştır.

English Abstract:
In this article, the northern border of old Ankara and as a area that has been used in a variety of ways with the Republic period, the spatial transformation of Bentderesi is analyzed. Accordingly, it is aimed to reveal what the spatial and functional transformation process in Bentderesi means, in terms of the elements of the urban system within the historical perspective. In the last hundred years, it is seen that Bentderesi has three different uses; a promenade as an urban space, as a slum area in accordance with housing requirement and converting it into a rant area by combining the use of housing and trade. All three different periods of spatial uses makes Bentderesi a good example in terms of explaining the impact of urban politics on space. The new ideology of the modern petty bourgeoisie aimed to produce new spaces for common use in cities in the early years of the Republic period (1924-1940) and to spread itself to the society through these spaces. Bentderesi was used in the form of a modern public space – although it partially carried the characteristics of the traditional promenade phenomenon– within the framework of this idea. The second period in Bentderesi in terms of functional use of space is an unplanned urbanization period (1940-2000). The area, where rapid slums are experienced, has undertaken the function of meeting the need for cheap accommodation close to the center in the city. After 2000, the spatial use of Bentderesi led to the transformation of the urban rant zone due to the value of land prices. With the urban transformation projects carried out, an area where residential and commercial areas are intertwined has been created for a purpose far from the first designed of the space.
