Abstract

How does one measure the impact of the most unique constitutional moment in the American system? This paper explores Supreme Court transitions from 1953 through 2020 to evaluate the historical impact of Supreme Court transitions and anticipate the impact of the transition from Justice Ruth Bader Ginsburg to Justice Amy Coney Barrett. Presented as part of a specialized volume prepared for presentation to the Senate Judiciary Committee during the discussions about replacing Justice Ginsburg, this paper offers several criteria for measuring impact over time.
